ANN ARBOR, MI — Ann Arbor officials are looking for community feedback on potential affordable housing developments on four city-owned sites.
Working with consultant SmithGroup, the city has launched a community engagement website and online survey to seek input on potential projects at 121 E. Catherine St., 353 S. Main St., 309 S. Ashley St. and 721 N. Main St.

The 121 E. Catherine site is a 49-space parking lot in downtown’s Kerrytown district at the northwest corner of Fourth Avenue and Catherine Street. The site is zoned D2, which allows a building height of six stories.
The city’s Housing Commission is considering a 100% affordable housing development, though there also is potential for a partnership with a developer to have a mix of market-rate and affordable units.
Building options for the site range from four to six stories tall, with anywhere from 57 to 93 affordable housing units.
No onsite parking is required, but it may be important to the neighborhood, the survey states, estimating a three-story underground public parking deck on the site could cost $8 million, financed by the city.
Here are three development options:
The 353 S. Main site, also known as the Palio Lot, is the 24-space parking lot at the northeast corner of Main and William streets downtown next to the Palio restaurant. The site is zoned D1, which allows a building up to 180 feet.
Building options presented range from six to 10 stories, with about 40 to 90 affordable housing units.
Here are two development options:
The 309 S. Ashley site, also known as the Kline Lot, is the 143-space parking lot behind a row of Main Street businesses at the northeast corner of Ashley and William streets downtown.
It’s estimated the site could accommodate between 200 and 500 housing units, a mix of affordable and market-rate.
Various building options for the site range from 10 to 16 stories, with anywhere between 30 to 100 affordable housing units and 120 to 400 market-rate units.
Development could take the form of one or more buildings, with a variety of onsite and off-site parking strategies, including above-ground and underground parking, according to the survey options, all of which retain the alley behind Main Street and have an active ground floor along Ashley.

The 721 N. Main site is a nearly 5.3-acre city property within a flood zone north of downtown where city leaders for many years have discussed options for routing the future Treeline trail, while still developing part of the site.
At this point, the recommended action is to split the parcel to create a smaller development site at 123 W. Summit St. outside of the floodplain.
Anywhere from seven to 19 housing units are contemplated in development options ranging from two to three stories.

The city is inviting the public to two more virtual engagement sessions on Nov. 9 and Dec. 10 to discuss the potential affordable housing projects. Find out more.
