[The Florida Agency for Health Care Administration] “ignored information that, by its nature, would be expected to have a strong bearing on whether the intended awardee is ‘responsible,’ that is, whether it has the capability in all respects to fully perform the contract requirements and the integrity and reliability that will assure good faith performance.”

— Accenture lawyers said in the consulting firm’s challenge to Deloitte Consulting being awarded a $135 million contract by the state of Florida to modernize the state’s Medicaid system.

Deloitte, Accenture, IBM, and other consulting firms competed for the contract, with the agency ultimately entering into negotiations with Deloitte and Accenture before choosing Deloitte.

Accenture and IBM are protesting the contract, saying the criteria was changed in the middle of the procurement process and that the AHCA didn’t factor in Deloitte’s previous work on the state’s crappy unemployment system.

Accenture’s and IBM’s challenges were sent to the state’s Division of Administrative Hearings on Sept. 14. Administrative Law Judge G.W. Chisenhall has been assigned to hear the cases.
